About Us
Eurocare (The European Alcohol Policy Alliance) is a network of some 50 voluntary and non governmental organisations working on the prevention and reduction of alcohol related harm across 20 countries in Europe.
Eurocare is the only major European network that focuses on alcohol policy issues.
Eurocare is a member of the Global Alcohol Policy Alliance (GAPA), the European Public Health Alliance (EPHA) and participates in both the European Commission’s Health Policy Forum and the European Alcohol and Health Forum.
Who we are
Eurocare (European Alcohol Policy Alliance) was formed in 1990, as an alliance of voluntary and non-governmental organizations representing a diversity of views and cultural attitudes concerned with the impact of the European Union on Alcohol Policy in Member States.
Starting with 9 member organisations in 1990, it now includes some 50 organisations across 22 countries in Europe, most of which are national or supranational umbrella organisations.
What we do
Eurocare has a Secretariat in Brussels, which acts as the central contact point for member organisations as well as other bodies concerned with alcohol related issues, including national and international press.
Eurocare’s overall goal is to:
- Raise awareness among European, national and regional decision makers of the harms caused by alcohol (social, health and economic burden) ensuring that these are taken into consideration in all relevant EU policy discussions
- Promote the development and implementation of evidence-based policies aimed at effectively preventing and reducing this burden
Eurocare Charter
Eurocare believes that:
- The European Union can no longer remain solely an economic union. It must become a social community where the interests of collective health take precedence over individual economic interests.
- Alcohol is not just a marketable commodity. It is a toxic, psychotropic and dependence inducing drug. Because of that, its use must be publicly controlled.
- The means of alcohol production, distribution, consumption and control must be tackled at a European level. Such action must be supportive of national control policies.
Governance
Eurocare is democratically structured to involve member organisations in as many aspects of our work as possible. It is governed by a General Assembly, which is composed of representatives from its membership.
Membership
Eurocare has some 50 member organisations in 20 European countries.
Our Member organisations are involved in research and advocacy, as well as in the provision of counselling services and residential support for problem drinkers, the provision of workplace and school based programmes and the provision of information to the public.

Eurocare Secretariat

How we are funded
Eurocare is supported through members’ contributions, both in memberships fees and staff time.
Eurocare has also received funding from the European Commission for various projects and publications.
