European Commission launches consultation on Cross Border Enforcement of traffic rules
Best practice experiences show that if traffic rules were thoroughly checked and sanctioned, more than 14,000 lives could be saved and 680,000 injuries avoided on European roads each year. This would go a long way towards achieving the Union's objective of halving the number of road deaths by 2010.
The European Commission proposed on 22 October 2003 a package of measures aimed at improving road safety through a better enforcement of road safety rules. The package includes a proposal to update and enhance existing common rules for standard checking procedures in the professional road transport sector as well as a recommendation to Member States on enforcement of road safety measures.
In order to assess the possibility for further action on EU level, the Commission has published a consultation paper on the subject of cross-border enforcement, which you can access by clicking the following link: http://ec.europa.eu/transport/roadsafety/library/consultations/consultation_paper_enforcement_20060411.pdf
The services of the Commission are seeking comments on questions such as:
- Do you agree with the definition of the problem and the objectives of the intended EU actions?
- Should EU actions be limited to the three main traffic offences responsible for road accidents and deaths, namely speeding, drink-driving and non-use of seat belts, or should they cover all traffic offences?
- Which one of the described policy option would have your preference? Do you have any specific comments related to implementation issues?
- Are there policy options other than those described in this paper that you would like to suggest?
- Do you have specific comments on the costs and benefits of the different instruments / measures?
Deadline for comments is 19 January 2007.
