Art 1 - Object and definitions
Prevention, treatment and social rehabilitation of alcohol dependent people; according to the guidelines of the World Health Organization - Regional Office for Europe; particularly those established in the European Alcohol Action Plan adopted in Copenhagen by WHO Regional Committee for Europe in 1992; and in the European Charter on Alcohol adopted in Paris in 1995.
Distinction between so called alcohol beverages (wines; biers; etc) and spirits.
Art 2 - Aims
To ensure all people's right, especially children and adolescent, to a family, community and working life protected from the consequences of alcohol abuse;
To foster the access to health and social treatment services for heavy drinkers and their families;
To promote information and education on the negative consequences of alcohol consumption and abuse;
To promote research and ensure adequate standards of training and updating for professionals dealing with alcohol related problems;
To support no profit, non governmental and voluntary organizations at preventing or reducing alcohol related problems.
Drink Driving
Appropriate training and education on the negative consequences of drink driving must be given to teachers and instructors working in the driving schools. Alcohol education must be also included in the programmes for new drivers.
The BAC legal limit for driving goes from 0.8 g/1 to 0.5 g/1.
Selling of spirits on highways
It is forbidden to sell spirits in the cafes located in the rest areas along the highways between 10 p.m. and 6 a.m.
Alcohol advertising
A self regulation code must be agreed and adopted by televisions, radios, advertisement agencies and alcohol producers on the rules and the messages included in advertising both alcohol beverages and spirits.
It is forbidden to advertise alcohol (both alcohol beverages and spirits) in the following situations:
in programmes specifically devoted to children and adolescents, and during 15 minutes before and after the programmes themselves
in case the message suggests that alcohol has therapeutic properties which are not officially recognised by the Ministry of Health
in case it shows children and adolescent consuming alcohol or it represents alcohol intake with a positive attitude.
Direct or indirect advertisement of alcohol beverages is forbidden in those environments mainly attended by underage people (18 years old)
Radio and television advertisement of spirits is forbidden between 4 and 7 p.m.
It is also forbidden all kind of spirits advertisement:
in daily and periodical press targeting children and adolescents
in movie theatres when movies for children and adolescents are shown.
