1998: Health 21, Target 12

The WHO Regional Office for Europe has developed HEALTH 21 - the WHO European policy for health for all in the 21st century. The goal of this policy is "to achieve full health potential for all". It sets 21 targets for health, among which Target 12 is related to alcohol, and states that “by the year 2015, the adverse health effects from the consumption of addictive substances such as tobacco, alcohol and psychoactive drugs should have been significantly reduced in all Member States”.
